I have always had an interest in emergency management and disaster preparedness. I have had many volunteer positions including but not limited to the Multiple Casualty Incident Plan (California Bay Area M.C.I.P.) headed by Dr. Rush, Disaster Aid Responce Team (D.A.R.T. team), A.R.E.S. Emergency Communications (Emergency Coordinator), California Department of Forestry and Fire Prevention (Communications VIP Manager).
I was Co-Section Emergency Coordinator (Communications) reporting directly to one of the managers of State Department of Emergency services, Mr. Earl Thompson. He directed me to write and test a disaster response manual. I selected a major earthquake on the San Andreas Fault, located between San Jose and Santa Cruz. I selected shelter sites, coordinated Red Cross supply, set up communications stations at local hospitals, fire stations, local EOC and police, and assisted in drills. When the Loma Prieta earthquake hit October 17 1989, each of my selected shelters was opened. Hundreds were housed and fed, some for days. For a few hours when the Los Gatos EOC was evacuated I personally coordinated the needed communications take over until the EOC could be re-established.
As Section EC I selected those that would shadow (provide communications) for the incident commanders, field headquarters as well as district offices and helicopter rescue. This was based on my specific knowledge of radio equipment (and sometimes real time video) and personal skill levels in required specific communications equipment. I am very familiar with the international Incident Response Command plan.
